Sanders/Casar introduce Ban Artificial Superintelligence Act, new AI department

Sen. Sanders and Rep. Casar filed a bill that would ban developing or deploying an AI "that exceeds human cognitive performance and capabilities across most domains," pause advanced AI development until a new federal AI regulator is operating with clear rules, and create a cabinet-level Department of Artificial Intelligence. Violations carry corporate dissolution ("corporate death penalty") for entities and up to 20 years in prison for individuals -- penalties the sponsors compare to unlawful nuclear weapons development. It has no realistic near-term path in this Congress, but it resets the outer boundary of the US debate and gives advocacy groups a marker to cite; deployers should treat it as a signal of direction, not a compliance trigger.
