Bennet and Welch propose AI Regulator Act: pre-certification and pause power for frontier models

Senators Bennet and Welch have published a proposal to create an independent Federal Digital Commission with mandatory pre-release testing of frontier models, power to pause distribution of a disapproved model for up to six months, 15-day reporting of critical safety incidents, and civil penalties capped at 15 percent of prior-year global revenue. It is a proposal with a section-by-section, not an enacted or (on the materials fetched) formally introduced bill, so it carries no compliance duty today. For EU-facing providers it is a signal of where US frontier-model oversight could head, and a useful contrast with the AI Act's GPAI regime; watch whether it gains Republican co-sponsors before treating it as more than a marker.
